An HDB renovation permit is tied to the proposed works, not a general approval to change anything in a flat. Some items require a permit, while other items still have conditions even when a permit is not required. A useful renovation plan distinguishes those decisions before work starts.

These eight checks help homeowners organise the information and responsibilities with the appointed team. Use current HDB guidance for the actual scope; this article does not classify every possible work item or promise an approval time.

1. Write down every proposed work item

Separate removal, new construction, floors, sanitary works, electrical changes, windows and other affected elements. Include owner-supplied equipment that may change the scope. A mood board is not a sufficient description for assessing renovation requirements.

Ask the team to identify retained and altered elements on the floor plan. This makes it easier to discuss the actual proposal rather than relying on a package name that conceals important differences.

2. Use current item-specific guidance

HDB publishes different guidance for building, sanitary, electrical, window and other works. Ask which current conditions apply to each proposed item. Do not assume a permit-free item is unrestricted: HDB explicitly says the relevant guidelines still apply.

Keep an unresolved item visible in the decision log. If the team needs clarification, allow for that dependency before ordering fabrication that relies on the answer.

3. Confirm the appropriate contractor and specialists

Review the actual contractor arrangement and any applicable registration or specialist requirements. HDB’s permit information describes contractor submission and circumstances where professional input may be needed. Confirm the responsible parties for the proposed scope.

A general interior design appointment does not establish that every specialist trade is included or that the same party can undertake all regulated work. Record coordination responsibilities alongside the design deliverables.

4. Prepare a consistent drawing set

Use the actual flat plan and clearly identify proposed works. Check that quotation descriptions, drawings and intended site work agree. An approval discussion based on one layout should not silently become fabrication of a different layout.

Retain revision dates and the status of outstanding decisions. Final site measurement remains important for construction even when an early plan has been used to discuss the permit route.

5. Build the programme around decisions

Ask which activities depend on permit responses, specialist assessment or other confirmations. Distinguish design, submission, procurement and site work in the programme. Do not treat a preferred move-in date as evidence that every dependency can fit within it.

This guide gives no universal approval duration. Ask the appointed team for a programme based on the actual scope and identify what happens if a required decision changes.

6. Keep notices and conditions available

HDB’s important renovation information says the Notice of Renovation must be displayed outside the flat after the permit is obtained until renovation is complete. Have the team explain the applicable conditions and working arrangements for the actual job.

Retain the relevant records and communicate the agreed arrangements to parties undertaking the work. A document stored by one person is of limited use if the site team is following an outdated drawing.

7. Review scope changes before carrying them out

A newly selected appliance, changed wall proposal or additional work can affect previous decisions. Ask the appointed team to assess any change against the approved scope and current requirements before dependent work proceeds.

Record the change, cost, programme effect and any further submission or clarification needed. Do not assume that an existing permit or the word minor removes the need to assess the actual alteration.

8. Close the records at handover

Collect the agreed drawings, relevant approval information, specialist records and product instructions appropriate to the scope. Keep these alongside variations and the completed-work review. Clear records help explain what was changed and who is responsible for follow-up.

If anything remains unresolved, record the action and responsible party. Handover should not be used to replace an outstanding approval or specialist assessment with a general assurance that the interior looks finished.

Compare the options

Option Useful when Resolve first
Permit-dependent item Current guidance identifies a permit route Submission and response before dependent work
Permit-free item with conditions The actual item falls within that route Applicable conditions still apply
Changed proposal The original scope no longer matches Reassessment and updated records

A practical planning example

An illustrative homeowner adds a layout alteration after a package quotation is accepted. Reviewing it before site work identifies a drawing and requirement dependency that was not part of the original programme. A written change review is more useful than assuming the existing arrangement covers everything. This is a planning example, not a completed Crown Interior Design project or an HDB approval determination.
